How can I import "axbus.aod" file into ax 2012 R2..?

The BUS layer is normally only used by ISV products. Assuming this is the case, you should ask the vendor for an AX2012 version of their product instead of trying to upgrade this yourself.

The ISV layer is not one of the Microsoft AOD layers - it is one that comes from another source. If you are not an ISV, then you will not have a developer license key to allow you to change your client configuration to log in to the ISV development layer. So an ISV must provide you with a fully upgraded model which would be imported into your AX 2012 environment during the code upgrade process.
If for some reason the ISV who created the BUS layer modification is no longer providing a version for AX 2012, then you would have to move the code up from the BUS layer to the VAR layer in the AX 4/2009 environment first before attempting to do the upgrade to AX 2012.

We are using AX 2009, our existing ISV provider for BUS Layer is no longer providing a version for AX 2012. So we are trying to upgrade it. We follow as mentioned in Code_Upgrade_Overview_AX2012.pdf,but in this lengthy procedure somewhere it is missing the up gradation from axbus.aod file. How can we go ahead?.

The only way that you can upgrade the AXBUS.aod file yourself is if you have an ISV development license key for AX 2012. If you do have an ISV development license key, then you would rename the AXBUS.aod file to be called AXISV.aod when it gets copied into the AX 2012 application folders mentioned in the AX 2012 Code Upgrade PDF file just like you would copy the AXVAR.aod file. Then you would need to change your client configuration utility on the Development tab to choose the ISV layer and put in the ISV development key and launch the code upgrade checklist and proceed through the steps just like you would for the VAR layer.
If you don't have an ISV development key for AX 2012, then your options become very different. You will have to do a lot of work on the AX 2009 side prior to beginning the code upgrade to move the code out of the current BUS layer up into a layer that you have a development key for such as the VAR layer. Trying to detail all of that work is well outside the scope of a community discussion and would need to have a support incident opened if you want further guidance from Microsoft.
