Hi partner,
The article default language is based on your D365 language and use different languages with articles could also be viewed in portal.
If you want to configure knowledge articles in portal with different languages, you could follow these steps.
Go to Customer Service Hub->Service Management->Embedded Knowledge Serach.
Add the portal format for the knowledge articles so that we could open this article directly by the portal url.

Then we go back to portal for testing.
For example I have two articles with same content and different languages, English and Chinese.
And my portal language is English.
I searched the keyword "3D" in D365 customer service hub, there are 5 articles with english.

And we can see that there is a default condition of language : English.
And if I turned to chinese, my another chinese article will be found.

So we know that in D365, we could filter and search articles by languages.
Let's go to Portal.
Still search "3D" in search bar and we could find that the results are 5 English articles.

We could not filter articles in portal with language so the search result only showed the English articles cause the portal base language is also English.
But we could also read the Chinese article in portal by enter the URL directly.

There is a language code in the URL.
So according to the above test, we could know that only articles with same languages with portal could be searched in portal, but we could also view the other articles with other languages by enter URL directly.
You could also refer to this doc.

If my understanding is not correct, please feel free to let me know and share more details about your requirement.
Hope it helps.
Best Regards,
