When I create a new Resource Requirement I have the Work Hours Template lookup available on the New form, but entering a Work Hours Template here doesn't have any effect on the calendar shown when I later click "Modify Calendar".
The Allocation Method was set to something else than "None" as described here: https://blogs.msdn.microsoft.com/crm/2018/06/06/universal-resource-scheduling-requirement-calendar/.
Do you also have the requirement details automatically generated as shown here (also subgrid on resource requirement):

You can select it on the Service Account or directly on the Work Order. The Resource Requirement Calendar will be updated.
