Add references and Control to a table record in Security Configurations form

Hi,
 
1. I need to provide access to the Validate dropdown button on the Vendor payment journal form. How to add references and Control to a table record in Security Configurations form. I don't see a 'Add references' button on this form like how we usually find it.
2. I tried adding a table on the role but couldn't find the LedgerJournalTable5 in the references list.
