I want to allow the deletion of a record only with seesion with developer lisence and give an erro otherwise. Is there a way to do that in NAV2009?

There are tables called Permission Range and License Information which may provide the information and the permissions for you to check then add the necessary code to stop users deleting records
Better to write a error message on ondelete trigger for not allowing to delete the record
