Licensing question - Dynamics 365 Sales Professional combined with Power Apps Premium

It is my understanding that it is possible to have 1 Dynamics 365 Sales Professional licence combined with any number of Power Apps premium licence, and these users will get access to the non-restricted tables of Sales. I understand that the restricted tables will require a Dynamics 365 Sales Professionnal licence to use them. So basically, we plan to have 1 licence of Sales to have access to the Lead and Opportunity tables, and create a custom model-driven app and not use the restricted tables.
 
My questions are:
 
1. Is my understanding correct?
2. Would we need more than 1 Dynamics Sales Professional licence if we are more than one programer working on the configuration of the environment, or is 1 enough and the other programer can use Power Apps licences to configure the model-driven app?

    Hello, I think I can answer your questions.
    1.  Yes, your understanding is generally correct. A Dynamics 365 Sales Professional license provides access to the core Sales entities like Leads and Opportunities. Users with Power Apps premium licenses can access the non-restricted tables and use them in custom applications. However, access to restricted tables would still require 
     
    2. Would we need more than 1 Dynamics Sales Professional license if we have more than one programmer working on the configuration of the environment?
    Typically, for developers or programmers who are working on the configuration of the environment but not using the Sales features directly, a Dynamics 365 Sales Professional license might not be necessary. They can use Power Apps licenses to configure the model-driven app since they are not interacting directly with the Sales data. However, if they need access to restricted Sales tables for configuration purposes, they would require a Dynamics 365 Sales Professional license.

    That's an interesting question and one we've been pondering for a while.
     
    We've had a discussion with Microsoft and they have told us that if a user is performing CRUD operations on a Lead as an identifiable user then they need an appropriate Dynamics 365 Sales license, however, if a Power App is used to perform CRUD via an application user then a Power Apps premium license is adequate.
     
    We're still in discussions with Microsoft to try to get a written version of that licensing scenario. The issue is that the Microsoft licensing documents appear to contradict themselves.
