I keep having to reboot my computer to finally connect to the D365. What can I try to resolve this issue?
Looks more like a computer/browser and Internet connection issue.
Try a different browser to see if it is just an issue with the browser you are currently using
Google the error keyword

Possibly try using incognito (in private) mode in your browser, making sure third-party cookies are enabled.
Possibly antivirus or firewall (I have an antivirus ad blocker, that stops CRM from functioning - but gets further than what your screen shot shows)
