I keep having to reboot my computer to finally connect to the D365. What can I try to resolve this issue?

    Maybe you can try to use other browser to login D365.

    Looks more like a computer/browser and Internet connection issue.

    Try a different browser to see if it is just an issue with the browser you are currently using

    Google the error keyword

    answers.microsoft.com/.../f1e9210b-5c0f-4aa2-a4b8-a8567cf4cfe6

    Possibly try using incognito (in private) mode in your browser, making sure third-party cookies are enabled.

    Possibly antivirus or firewall (I have an antivirus ad blocker, that stops CRM from functioning - but gets further than what your screen shot shows)

    I am late to this party, but i found the solution.
    The transactional log is getting very big and you have to shrink it.
    Probably you have just a few MB of space and this is preventing you from logging in...
