We have mobile offline enabled for Lead entity. The users are able to access their lead records offline and successfully edit the existing records. However, it is throwing an error when they try to create a new record. I can't find any specific setting for enabling create functionality for an entity in the offline mode. Online documentation says the users should be able to create and there is no help available for this error. If anyone has faced this before or any help on this would be appreciated ?

Could you please share error details to check this issue further?
It seems that the similar issue, getting error while saving a case record when offline mode, is caused by bug.
The fix is going to be rolled out soon.
But we recommend you to raise a support ticket for checking that your issue is also caused the same bug and accurate fix schedule.
(The fix schedule is depend on region)

I might actually raise this with Microsoft support after I exhaust all options of troubleshooting this mysel.
