We understand the situation; however, there's no workaround for that. You can use either processes or custom code to create the contacts for the Leads, it is mandatory for the module to point to contacts entity.

partner i know we can run campaign from in app module for just leads but i am looking for marketing app to run campaign for just leads as leads are more than thousand if i run campaign from in app sales then it can get black listed.
hope you got my point if is there any workaround then please let me know really appreciated

Then you can use the in-app Marketing module (Not Dynamics 365 Marketing):
Create a marketing list using in-app marketing (Sales)

The Dynamics 365 Marketing module uses Segments and is required to have a contact for each lead.

but what if i don't have contact for each lead then how i can run campaign for just lead?
Hi!
All segments must point to Contacts. This means that you can target Leads in your segment but also you will need to select a Lead -> Contact relationship to retrieve the related contact record a lead.
In conclusion, you need a contact record for each Lead. This is true for any entity you want to work with in segments.
