Module Treasury Automation Suite gone, anyone knows how to get it back ?

I go to System Adm --> Setup --> License configuration, I didn't see 'TAS' for me to check or uncheck, however other server has TAS.

It mentioned System administration > Setup > Licensing > License information can add License codes. I signed in as adm, but didn't see License information option.
I am going to refresh this server for another one with TAS, see any luck !
