Is Talent included in Dynamics 365 Plan 1?

I am looking for clarification if possible. Is Talent Attract/Onboard included in Dynamics 365 Plan 1? According to the pricing page it looks like it is. Look at the licensing guide it makes it sound like it is not.

    Plan 1 = Customer engagement plan.  It's not included in the pricing (left side of the screenshot, Talent is grayed out), and not included according to the licensing guide (right side of the screenshot)
