User experiencing a uncaught reference error: $ is not defined

The problem is a bit complex. We have this function that sets a product to a record in a queue. If you set a product there will be a new window displayed where you be able to choose from an option set and set it. The issue is some user are experiencing this error $ is not defined when the new window loads. So basically the script runs on the on-load of the new window. The tricky part is only users from China are experiencing this so we're not able to replicate the error on our end. Users there are using Microsoft Edge as their browser but we've tested edge on our end and doesn't have any problem.I'm assuming that there might a API version or query issue here. I would appreciate if you tell me if am i missing something or what would be causing this. Thank you in advance.

Hi Kevin ,

you could download the jquery and put it in any webersource and use that instead of CDN
