On-Prem - New 9.0 Implementation with Imported Database - Form Editor and Manage Roles not working (404)

We upgraded from 8.2 and brought in our database in a new environment built with 9.0 latest release.

most normal activities work, like looking at views, and opening entity forms.

However, we cannot go to the Form Editor anymore (if we do, it just loads a blank form editor) and we can no longer Manage Roles.  In both cases, I used the Developer Tools in Chrome to see what was going on. It's getting 404 errors when trying to load the roles or the form data.  It's weird that it would get a 404 accessing itself. 

Any ideas? 

We tried rebooting the server, clearing cache, using different browsers, using different users (all sys-admins).  We are now updating the December 2020 patch from the November 2020 patch, but this wasn't listed as a common issue for that patch.

    Could you please share screen shot to explain how you are navigating to Form Editor and Manage Roles. Also, can you share the url request which are getting 404. Thank you.
