NAV2013 R2 through RDP 2012 services fails

We are trying to connect to NAV2013 through RD Web Access (server 2012 R2). But no matter what we are prompted with this error

You do not have the following permissions on CodeUnit ApplicationManagement: Execute

But this only happens when we run it through remote desktop services/ web rdp. There are no issues when running it locally on the remote desktop server. Even tried running as different users.

Any suggestions to why this happens?
