Related Cases have no + New Case in the ribbon while using mobile offline

Does anyone know why the Related Cases grid has no +New Case while offline? I have updated the Ribbon rules to get it to show but for some reason its never visible while offline. Im using the Microsoft Dynamics 365 (Preview) app
