Did you try with 7757 , Purchase order lines and ticking the checkbox for always enabled? I tried in my Dev and it works with change management on. I can attach documents/notes for approved/Confimred POs.
Thank you, Vinit. I tested this but couldn't find the table that works for attachments to Purchase Order headers VS lines. Would you know the relevant table, or if there is a reason why it wouldn't be an option? I will continue my testing on Monday otherwise.

There is a systemetic control in the system not to allow PO creator to attach document once PO is approved to maintain files integrity so that when a Payable officer receive that PO to post invoice so he should find the same document attached to PO that was reviewed and approved from approvers.
Can you please tell me why do you want to override that control?

You can use Organizational Administration --> Document Management --> Active Document Tables and add records for purchase orders.
That allows adding/editing attachment always.

If you use "Reapproval rule for purchase orders" and just choose the basic rules( I don't figure out which specific rule it is ) in procurement policy, you will not need to reapprove after you request change,upload attachments and submit it.
I think this should be allowed if you have specified the table to accept the attachments even after posting.
Have you seen and tried the document handling setup where it allows you to specify tables
