some of our users, when they want to create a PR for another legal entity, after selecting the legal entity and creating PR, while adding a line into PR the legal entity is changing automatically and the can't select other legal entity but for the reset of they users with the same it's ok.
as I checked, after I assigned the person of an account who can request for all legal entities to an account that was not able to request for all legal entities, the problem is solved.
I think the permission is based on the person

If you follow Gaurangkumar Jani 's steps but still do not work as expected, probably it's product bug, you need to raise support ticket to engage Microsoft.

Please update PR permission for multiple legal entities:
1. Go to Procurement and Sourcing > Setup > Policies > Purchase requisition permission
2. Select Requestor, add buying legal entities and authorized Preparer.
