Is it possible to manage the ability to create alerts through security roles

Hello,
One of our customers wants to enable/disable the ability to create custom change-based alerts for specific users. They have to deal with overzealous users who create too many rules adversely impacting the system performance. If role-based alerts are not an option, what other options are available? They prefer to achieve this without resorting to customization/development but are open to it if that's the only option available.
Is it possible to manage this through role-based security?

    Yes, it is possible to manage the ability to create alerts through security roles. You can define security roles and assign specific privileges to those roles. By customizing the security roles, you can control who has the ability to create change-based alerts. This allows you to limit the access to creating alerts for only certain users or roles.

    If role-based alerts are not an option, there are a few other alternatives available. One option is to utilize customizations or development to create a solution that restricts the creation of alerts for specific users. This would involve implementing custom logic or rules to enforce the restrictions.

    The functionality of creating alerts is part of the System user role. You can check via the privilege Maintain and use alerts which menu items are used. You can then create a new privilege with deny permissions and add this to a role assigned to these users directly or via another new duty.

    let me ask the question close to the above [in D365 FO ver. 10.0.37 Update 62 On-Premise] - using privilege 'Maintain and use alerts' you allow or disable access to WHOLE alert functionality for users. My question is:
    users having privilege 'Maintain and use alerts' assigned cannot edit settings when creating the alert:
     
     
    Is it STANDARD behavior of creation of alerts ? Or  - in our system - some settings are managed in wrong way ? 
     
    Does Microsoft allow to manage alerts ONLY system administrators ?
