    Check Followings

1.Check whether SQL Services Are running by opening Services Consol (go to Run and type Services.msc)

2.Run Admin Provisioning tool as Administrator

    3. I've assume you've already created O365 Account or you already have one .
4.Your VM should have Internet connectivity.

for detailed Setup refer my article here : https://www.linkedin.com/pulse/configure-ms-dynamics-365-operations-demo-premiseson-amith/

    Hope this will help.
