    net.tcp://localhost:7046/DynamicsNAV/Service

Make sure your NAV RTC service is running on the server,  Check in Services.msc to make sure it is started

Make sure the service is running on port 7046.  go to command prompt,   netstat -na    you should see 7046 listening

From the client system try to telnet to port 7046 on the server if it says connection failed then either the service isn't running or the service is not accessible over the network, port is blocked.

    Thank for replay.

I stared the NAV Web service and it is not giving same error.

But i am facing with another error:"The Microsoft Dynamics NAV Server cannot connect the Change Listener to SQL Server due to the following error: Login failed for user 'DOMAINNAME\NILESHSHELAR$'."
Actually i am able to login in NAV SQL with 'DOMAINNAME\NILESHSHELAR$' login. Can you please guide me.

Make sure you are able to connect to the SQL server over the SQL servers port (Usually 1433) you can check the port number by openeing the SQL configuration manager>SQL Native Client>Client Protocols>TCP/IP>properties>Default Port>####(Default is 1433).  Once you know the SQL port, you can check the connection from the RTC server with the command "telnet <sqlserver> <port#>" from the command prompt of the service Tier RTC Server, see if you can make a connection to the SQL server over that port and you don't get a connection failed message then your service tier shouldn't recieve that message.
