If I publish my Refreshable Excel to Sharepoint, can non users open the the report.
If the user's Windows account has permissions to the SharePoint site and library/folder where you store the Excel Report, the only other permissions they should need is to have the RPT_ database roles assigned to them under the GP system and/or company databases, which allows them to pull the GP data into those Excel Reports.
With Excel Reports, as well as SQL SRS reports, and others, the users don't need an actual GP login, as the permissions are all given to the user's Windows account instead.
