Is it that you have a general issue with Direct Debits in your system, i.e. do they generally work but not for centralized payments?

Yes generally they work but not for centralized payments
They don't pull across the customer transaction bank account details etc and bring up an error 'Affiliated_RU' missing
The error message you get looks strange as it points to a country-specific functionality for Russia. Have you checked LifeCycle Services for Hotfixes that are available for your AX-Version (=> there have been a lot for SEPA direct debits)?
Another thing that you could check - possibly with a developer - is whether centralized payments could actually work. I have not tested that but as far as I remember the creditor ID that is required for direct debits is stored at the company-level. I am thus not sure if the centralized payment feature pulls that information from each of your companies correctly and Triggers that error.

I saw the hotfix list which had the file generation issue using centralized payments for 2012 r3 with a date of October 2015 so I will check if that hotfix is included in the environment which we are working in
I will let you know if we get the issue rectified
