I know from before that the Vendor portal is totally free, which still makes sense at least to me.
I referred to some friends and they speak the same. they confirmed its free.
However, the system tells that any external vendor roles need a team member's license.
actually , now we need to pay for anybody just walking by Dynamics.
and if so, can I create a custom role to allow vendors to only submit bids no more, with a free license.
and as well,
what if I wanted to play smart and buy 20 team member users. then try to add and delete vendors to maintain the number within these 20 legal licenses. is this make sense any how ?

Actually, the new vendor portal is based on Power Apps portals. This is not free software. It is included in the Dynamics 365 full licenses, but not for team members, activity users or external users. Then you have to acquire the correct subscription.
