This worked for me. Perhaps you can run through this on your GP install to confirm.
1. I went to Cards | Sales | Salesperson, and selected my Salesperson and what TERRITORY ID they are in, and the commission %. (I used 10% commission).
2. Then I went to Cards |Sales | Customer, and selected a customer ID. You can add the Salesperson ID and Territory on to the Customer ID so it will default on to the invoice (or you can add it on the fly when keying an invoice for a customer.) I made sure it was the same Territory ID that my salesperson above is in.
3. Then i keyed an invoice for $1,000 under Transactions | Sales | Transaction entry. The salesperson ID and Territory ID defaults in. Enter a sales amount of $1,000.00 and tab off. Click on the COMMISSIONS button at the bottom right to see the salesperson, territory and commission % and amount. The DISTRIBUTIONS button shows the commissions expense and commissions payables accounts were debited and credited with the 10% commission of $100.00. Post.
4. I can query on the RM10501 commission work table to see the $100 commission calculated. (See grid below for SQL Table information.)

5. Then I can go to Tools | Routines |Sales | Transfer Commission. Click Process to transfer in detail. You will then get a POSTING JOURNAL showing all the documents customer ID, salesperson, %, sales amount and commission amount.
6. Go to Reports | Sales | Commissions. and I ran the "Commission Distribution list by Salesperson, and printed it to the screen, and I could see the invoice and the $100 commission amount. There are several reports you can run in detail or in summary.
NOTE: I don't see a 'canned' smartlist for commissions, so just make sure your smartlist is pulling from the RM10501 - RM commission work file table. But first make sure it DID calculate in GP before you try to pull it on to a smartlist.

Hopefully you can run through the steps above to confirm that the commission is calculating and then you can set your Smartlist up on the RM10501 table or use one of the many reports in GP already for commissions.
