NAV 2015 Upgrade step 2 -The server "xxx" was unable to process the request

When starting step 2 in the upgrade process to NAV 2015 on the customer site, I get the error:

The server "xxx" was unable to process the request.

This error happens before the upgrade codeunit is processed. When testing with a Cronus database and an almost emty upgrade codeunit, I get the same error.

When the upgrade database was moved from the customer server to my local PC, the upgrade step 2 worked.

I have tried to completely remove the SQL-server and NAV 2015 from the customer siter and then reinstall from the installation DVD. I have tried with NAV 2015 CU10 and NAV 2015 CU11 (Swedish versions).

    From development environment check in File -> Database -> Server Instance is selected.

    The server instance has been selected!

    This has been tried many times and with different databases. NAV 2015 and SQL Server has been reinstalled severall times. Always with the same error!

    NAV 20015 and the SQL-server runs on Windows Server 2008 R2 Enterprise Service Pack 1.

    If the same database is moved to a windows 7 computor, the upgrade works fine.

    Maybe the upgrade function do not work with  Windows Server 2008?

    Your event log shows it is missing a report viewer, you can try to install following components and restart the service and try again

    I have already tried this.

    Now I reinstalled report viewer and restarted the server, but I still get the same error.

    Maybe it has something to do with access rights?

    The installation package for NAV 2015 includes Microsoft Report Viewer 2014 Runtime. I  reinstalled this several times with no success (still no 'Microsoft.ReportViewer.WinForms'-files on the disk). I then tried to also install Microsoft Report Viewer 2012 Runtime and then I got the required files on the disk and now it works fine.
