In both 2018 CU4 & CU5, we are finding that the Generate W2 file process does not create the RV record when the Include State Records option is selected. The RV Record is the State Total Record that is required to be submitted to PA (and I'm sure other states as well).
As the W2 files need to be submitted by 1/31/2021, this is a critical issue.

I asked a financial agent regarding your question:
Dynamics SL has never supported electronic filing to states. The only thing we have ever supported is electronic filing to the federal government.
There is an option to ‘include state records’ when generating an electronic W2. When they select that option, it creates an RS record in the file if the employee had state wages and/or state withholding. I think that is all Dynamics SL has ever done. Some states will accept the same electronic file that is sent to the federal government if it includes the state records. Other states will not accept that, as they have their own required format. For those states, there are other options. I think Greenshades or someone like that has a third party app to create an electronic file for all states that require one, if the state won’t accept the same format that is sent to the feds.
I did look at the format file specifications in the federal publication and it looks like RS are individual state records. Meaning one RS record for any state deduction for an employee. RV is a state summary. I’m not sure we have ever included an RV record in the electronic file. The bottom line though is we have never supported state electronic filing, so if there state requires something that SL is not providing, they need to go to a third party for that.

Thanks. Client called in a panic over this, and led me to believe they had done this successfully in prior years. Guess they were mistaken. PA has other options for uploading the W2 data (.csv file) so I will look into creating a file that meets the state requirements.
