I created a set of new dashboards. They display okay when I'm signed on as SysAdmin. But when I'm signed on with test user, I get just a grey screen with a sad face. This sounds like a permissions issue. However, in "Assign Security Roles" within the dashboards, I have "display to everyone" turned on. So why can't it display to everyone? What other security comes into play?
These dashboards are iFrame portals to web pages.

Can you confirm if Test User able to see other system dashboards?
Can you try adding OOB list view to the same dashboard and see if that is visible to Test User?
I am suspecting something is wrong with IFRAME. So please add OOB list view of any entity on the same dashboard and check if that is visible.
Also, when you added IFRAME have you selected Restrict cross scripting checkbox on configuration page.
