For Microsoft supported version, for Oman there is only W1. However you can check at Partner Center (partnercenter.microsoft.com) for local solutions. I remember Tectura had NAV language pack for Oman...

If you wish to use a localization created by Microsoft, you should download W1 (i.e., Worldwide edition).
Alternately, there may a PLLP (can't remember what the acronym stands for, but essentially, it implies a licensed partner created localization) for Oman, or a PLLP created translation of the W1 edition in Arabic.
