I am at a complete loss and almost feel foolish for asking this question but all of a sudden 1 user cannot log into the DEV environment. I have verified that the SQL Account is not locked out - He does not use the Enforce Password Policy option in GP or SQL - I have reset his password multiple times, even changing it in SQL then in GP and his user, which is Active cannot log into GP.
I would log onto this workstation as 'sa' and then set the user's password. Then have the user logon on to the same workstation. Most likely there is a different version of the SQL Native Client.

99% of the time it's an ODBC issue as described in the KB article from the link.. The Server's ODBC connection is different from the one on the user's computer and then the password gets encrypted with a different key (SQL server name in the ODBC must match in order to work).
Are you able to log in as sa on the workstation? Have you tried removing the password via SQL Management Studio (not just changing it) so that the user logs in without a password and is then prompted to change it. (This helps with quirky encryption stuff)
