You have to enable the location profile to be license plate controlled.

Can you explain your flow in more detail? the 1 sentence description does not provide us with almost any information to help you.
Guess:
Check the USER location profile. It has to be LP controlled
Check your Final shipping location profile. It has to be LP controlled.
If your work template is also doing staging/packing, check correspondingly the location profiles for these special purpose locations
