You can develop your needed web services in NAV. You can start from here: msdn.microsoft.com/.../dd355398(v=nav.90).aspx
Do you want to consume webservices of AX and GP in NAV ? If so yes you can do it in NAV but you need to program. In NAV 2017 there are some helpers functions which you can use to consume them. If you are looking for webservices in NAV which you want to consume, yes you can even do that based on what information want to retrieve you need to publish those.
