PPAC licensing report question.

Hi all,
 
Hope that everyone is doing well.
 
I've a very generic question for the new licensing report i power platform admin center.
I finally got access to it and surprise surprise we are missing thousands of licenses.
 
After looking at the data i noticed that actually the problem is one.
It seems that the "System user" and "System tracing user" are requiring "Human Resource self-service license".
Is either that or i am not viewing the data correctly.
Do you guys have the same license requirements for these 2 roles "System user" and "System tracing user" ?
When i am trying to assign it to a user under license it says "NONE" (this is from D365 FinOps UI).

    Hi,
     
    There is a minimum license level required for users to access the application. This is either the HR Self Service or a Team member. I do agree the current report with HR Self service is confusing in case the team members license is already assigned. 
    Only a few security roles are designed for external users such as vendor contacts and applicants. For that purpose, the system user role is set as none, but without any additional security role, users can't perform any meaningful task.

    You are the real MVP here : - ).
     
    So, if i got it correctly as long as the user has the "team member" this should be ignored (I am talking about the specific scenario fron the print screen).
    If this is right then MS should remove this report, because this is not the only one misleading information.
    Moreover, if MS sends 6000 "soft" notifications to our users for no reason this will be a nightmare...
     
    BTW is there any hierarchy in the licensing that you have at your disposal?
    From what i understood only the "high license" requirements gets required if a user has more than 1 role (typical for many organizations)...

    Microsoft was made aware of this confusing requirement for HR self service and is considering what to do to improve this...

    I think the hierarchy is:
     
    HR self service
     
    Team member
     
    Activity
     
    HR, Project Operations
     
    Finance, Supply Chain, Commerce.
