Hi,
While creating a new legal entity, we are getting the following error in ax 2012 R3 CU9:
"The number sequence for addresses and contact information records is not set"
This redirects to Global Address boom parameters. We have checked there but nothing seems to be working

Have you checked the number sequences for your addresses in all companies and modules?
Do you experience the same issue in your demo/test system? If so, can you test there - and only there - whether the number sequence wizard finds some number sequences that might have been overlooked? (By running through the different wizard steps you should be able to identify potentially missing sequences in your test system. Thats what I would check then in LIVE.
