How to enable the WHT functionality in business central on-cloud?

So I have two different sandbox environments with different regions, one for New Zealand (NZ) and another for the United Arab Emirates (AE)

For with-holding tax functionality, the Local Functionalities FastTab in "General Ledger Setup" is available for New Zealand Region but it is not available for UAE region.

Is there any way to enable the WHT functionality in the UAE region as well.. as you know I can see all the CodeUnits Pages and Tables for WHT in object designer but I don't know why it is enabled in one region and not enabled in another region...

Is there any way to Enable it through development?

    Local Functionality taxation for each country in business central varies, Below link for
    your reference to know about local functionalities and taxation involved in BC across different countries,
    https://learn.microsoft.com/en-us/dynamics365/business-central/about-localization
    As of now, Local functionality / Taxation feature is not available in BC for UAE localization. We can go
    with third party app source or Contact your partner to build a new app for UAE taxation
