can't create appointments from appointment main form!

Help please! we are using D365 sales cloud, lately found all non-administrator users can't create Appointment with /Appointment/ main form;
Once I try to Save or Save & Close an appointment, then get a /Scheduling Alerts/, if /Ignore & save/, get the “Access Denied” message:
 
You do not have enough privileges to access the Microsoft Dynamics 365 object or perform the requested operation. For more information, contact your Microsoft Dynamics 365 administrator.

The Quick Create for Appointment works fine!  once created the appointment, users are able to update the appointments and save without any issue

    Found something !
    If i change the users' BU to root, then all good! other than root BU, all have this issue!
     
    does BU have access config to entity appointment etc.?

    Thank you @Heig Liu for your long and detailed reply, really appreciate it.
    I check the Basic user roles -  it's unchangeable,  and it does have the Activity create and write permission.
     
     
    When I get the "Access Denied" error, from the browser debug mode, I can see some message, I  put the screen shot and Json below, it mentioned an Entity "bootableresource", is it useful?

    I also noticed that the first alert message you showed was a time conflict issue, and according to the documentation this warning can be skipped.
    The Quick Create Appointment form does not display such Alerts, so it is possible that some users are not allowed to select "Ignore and Save" to save the appointment.

    Hi Partner,
    After I assigned the basic user security role to a test user and allowed this security role to access the sales application, no access error occurred.
    Please check the create and write permissions of the activity(setting->Advance setting->security->security role):
