If you look and compare the released products G211635 and G211635 can you find a major difference?
If this item is responsible for this issue then there must be a difference in the setup and configuration.
Can you double check also that?
If you cannot find any major difference probably ask a developer for some help to debug.

Here are 2 different BOMs from our system. The only difference is the item of line 4 of the BOM. Both were on the same sales order, BOM ART-933803 worked correctly, ART-933804 is the one that is failing. I reviewed the items that are different and see no setup issues with either one.

Can you double check that the BOM has an active date that is before or on the date you try to end the production?
Can you possibly share some screenshots of your production order and item/BOM?

Check that the production order header has a BOM specified. The production order may have been generated during a period where the BOM was not active. Also check the production BOM to make sure it has lines.
