Is your question why they are created at all or why it takes 1 hour to create them?

My question is why it takes 1 hour to create them ?

They are created by async processes and it can even take longer than 1 hour. As far as I remember, there are also delays on purpose to avoid deadlocks between processes and sub-processes. Usually the agreement starts sometime in the future, thus a 1 hour delay shouldn't be too critical, right?
