Which kind of environment it is and in which Azure subscription?

If it's a box in your subscription, either change it directly in Azure or drop this box and deploy a new one on a more powerful VM (you can select it in advanced options).

If it's a non-production environment in Microsoft subscription, you can purchase a higher tier.

If it's a production environment, you can make a request to Microsoft and explain what you need and why.

This is on cloud environment with azure subscription deployed by LCS .

after deploy Microsoft allotted a development environment also.

Now is there any option in azure portal to resize this hardware .

    1) Yes, you said before it's cloud deployment from LCS and it obviously requires an Azure subscription, but you still didn't tell us which subscription it is.

    2) I have no idea what you're trying to say by the second sentence ("after deploy Microsoft allotted a development environment also"). Please try to explain it once more.

    3) Yes, I already told you that it's possible, if we're talking about deployments to your own subscription (which still isn't clear). Read Resize virtual machines, for instance. If it's in Microsoft subscriptions, you don't have permissions to access the subscription and change resource directly.
