I would like to run a report that would show vendors who don't have a tax ID.

What version of GP are you running ? do you want to use SmartList (built-in to GP) or something else outside of GP (Excel or SSRS).
SmartList would be quick and dirty to use, but there might not be an existing report for that, which means if you don't own SmartList Designer (Microsoft license) or SmartList Builder (eOne license), then the query will have to be written outside of GP in SQL and then used within Excel or SSRS.
In GP under SmartList, there are multiple default reports for Purchasing, one being a Vendors* report... You might be able to use that default report and add the Column holding the Tax ID Number..
Once you have the column added, it should be easy to filter on it with the "Search" option in SmartList..
