Default to Read Only grid when Editable grid is an option

Hi,
 
I have set Read Only grid as my default, but if a user switches over to editable grid any future visits or refresh will load views in editable grid until the user switches back to read only. Is there anyway to have the view default to read only whenever a user refreshes?
