Hi,
Reactivate case button will be visible on Closed cases only.
If button is not visible on Closed cases then please add RibbonDebug=true in your query to debug your button
You will see the Rule which is not satisfied and due to which button is not visible.
User should have write and append to permission on case entity to reactivate case
Create and append permission on activity pointer entity
