RAF production order -Picked transaction & flushing principle

I have a production order requiring items X and Y in the bill of materials (BOM).

I haven't reserved either of the items, and I've declared the production order as finished (Material consumption Flushing principle and on the BOM 'Finish').

The declaration is blocked as it tries to find the dimensions of item Y, but for item X, which has available stock in the production location, the system creates a picked transaction without a consumption journal.

==> How can I prevent the creation of the picked transaction if I haven't reserved item X? Is this standard behavior?

Note that the entire system is configured with manual reservation mode in the production module and in the item model group.
