"To avoid posting entries with contradictory or irrelevant dimensions, you can block or limit specific combinations of two dimensions. A blocked dimension combination means that you cannot post both dimensions on the same entry regardless of what the dimension values are. A limited dimension combination lets you post both dimensions to the same entry, but only for certain combinations of dimension values."

I am new to NAV.  We need to be able to add a Brand and Department to our existing dimension list  in order to track expenses and budgeting.  What is the best way to do this?

    Hi

You can define these dimension as shortcut dimension in Dimension Table as define the values in against these dimensions

    Check this link

To me Brand and Department look like two separate independent dimensions, each carrying their own values, not connected with each other as combinations. You need to setup two separate dimensions (you can use Global dimensions for that) and assign needed values to each of those. Then, during data entry, users would select needed values of dimensions in the documents.

Yes.  We currently use Dimensions for tracking the Cost Centers and Regions, and need to expand on that to include departments and brands.
