Is NAV2009 on classic or RTC?

if classic then you need to convert it to RTC. (forms needs to be converted to pages, reports, dataports etc.)

then you need to follow below link

    docs.microsoft.com/.../upgrading-to-microsoft-dynamics-nav-2017

You first need to upgrade objects it from 2009 to 2013 then 2017.

Customization on form need to be copied to pages in 2013,dataport to xmlport.

For database you need to follow the upgrade procedure mentioned in the upgrade document.

we have transformation tool folder available in DVD to convert forms to pages..

we need to manually convert dataports to xmlports.

you need to convert reports also.

or you can simply redo all customizations in pages, reports in newer version if they are less numbers.
