Missing Plug-in Types. Solution unable to find "missing" plugins registered Online

I've been digging since last week and haven't been able to resolve this problem.

I have a mass of plugin types (plugins and WF Actions) registered in an Online sandbox.

However, when I try to import a solution from our On Prem DEV environment I get a 0x8004801D error:

FWIW I don't see any of the actions in the All Processes view.

Anyone have an idea what is going on?

    Hello!

    have you created the solution?

    If yes, when you export the solution, it will tell you what are the missing components.

    If not, you could extract the .zip file and check in the solution.xml in the <MissingDependencies>

    It will tell you what are the missing dependencies.

    Please let me know if this works.
