you can use soap or odata services.
when using a published page or codeunit the underlying tables are also published as .net objects. it's helpful to know the keys of the tables to create an instance when using it in the external app.

Even in NAV version 2009 we have webservices, below is the link which will show you how to create sales order and i believe there are some many other blogs with examples
For you scenario it would be the same except you change the document type from order to invoice.

best you use the nav webservises, means publish nav pages or codeunits as web service and connect to these web services via external app, e.g. a c# windows/web app.
other options:
- connect to nav using excel (excel addin);
- powerpivot and jet reports
- dynamics/crm connector to exchange data between nav and e.g. crm.
There are couple of ways to integrate Dynamics NAV with other applications. Main methods are through web service or using XML integration.
In web services you can expose the pages in the NAV and then add them to your integration as reference and then use those pages to pass values to NAV.
If you are into XML integration then you must have some high end knowledge on C/AL programming.
Even that is not the version of Dynamics NAV, but I imagine that minimum must be 2013, you have some example to create invoices, because I want to do programming in my web service with Visual Basic .NET, so what I have to Dynamics GP, I think XML.
