In CRM, seems the Deactivate button on Entitlement entity suddenly stopped working in all environments. When you view entitlements in the search view list you can successfully deactivate an entitlement by selecting it and hitting deactivate. But when you click into a specific entitlement record, the deactivate button is visible but nothing happens when you click on the Deactivate button.
Don’t have access to ribbon workbench or xrmtoolbox currently. Hoping there is a simple solution I haven’t picked up on.

Have you tried testing on multiple Entitlement records, not just one record.
You can also create a new form, and test deactive button can work or not?
Lastly, you can clear your browser cache, use your browser's privacy mode or change the other browsers to test again.
If all above can’t work, and you can’t access ribbon workbench to check setting, you can just deactive records in the view list.
However, if you must deactive record in the form, you can create an on-demand workflow to instead its function.
Test:
Run this workflow.
After running it and refresh form, you will see it has been deactived.
