How to set Document Attachment Restriction to Default to 'External'

Hello All - 
 
My client attaches invoice copies to all project related pending vendor invoices. They want these attachments visible when customer project invoices are created. Is this accomplished by changing the attachment Restriction to 'External'? 
Also, is there a way to have the Restriction always default to External rather than Internal?
 
I Appreciate any advice offered.

    Let's first cover the question that doesn't belong under the title How to set Document Attachment Restriction to Default to 'External'. Yes, I would expect that making notes external will show them on the invoice. Just test it it to be sure; it's easy to test. Just remember that this applies to textual notes, not all possible types of attachments (attached files, URLs etc.).
     
    Do you want to change the default for all attachments or just some of them (e.g. notes attached to vendors invoices)?

    Hi Barry,

    When I understand your scenario, you want to have vendor invoices related to a project visible on the invoice proposal? That requires a customization as an attachment is linked to a table record where the vendor invoices is another table compared to an invoice proposal. 
     
    To be able to internally view an attached PDF does not require to have the note set to external. As Marin mentioned, this setting is used note type of attachments on e.g. orders. It can then determine what notes should be added on a printed document or kept as internal note.

    My client does have a customization to include vendor invoice attachments on customer project billings. I'm wondering if there is a parameter setting that will default the Restriction to External rather than Internal when new attachments are created.

    Martin Drab - I want to set the Restriction default to External for all attachments. Do you know of a configuration to do this?
    I've looked at document management parameters and types and do not see an option for this.

    It can't be configured (as far as I know), but it would be a simple customization.
