I have an odd issue where a contact is unable to see child customer cases when logged into our Portal.
I'm guessing I need to set certain permissions and create a view but I've hit a block on both. Has anyone managed to configure this?

If the contact is common on parent and child customer cases, you can create a seperate list which is associated with contact.
Apply the filter related to contact.

Please check that did you add any filter conditions in your case list.
For example, if you set the filter condition like the following screenshot, you could only get the cases whose customer is the logged in user:
