Hi,
I was told we need to setup baseline in Azure DevOps before we start the D365FO development?
What kind of the baseline we should prepare? Do we need to check in the standard D365FO models/packages into Azure DevOps?

No, you shouldn't put standard packages to version control.
I can't comment on what somebody told you about a baseline, because I don't know what you were talking about. Please provide some context.
